Since it has been over 5 months without being addressed, it could be an intentional change from Apple rather than a bug. One reason for the same could be the fact these wallpapers were only designed for Portrait Mode and when switched to landscape, they might get disoriented and lose their aspect ratio, hence Apple decided to disable them altogether in this mode.
