Japanese users who are using modules or tweaks to unlock Felica on non-Japanese Pixel devices so that they can use Felica cards have reported that the Google Wallet Quick Tile is showing as “Unavailable” and is greyed out. Moreover, these users have also enabled Osaifu Ketai and the Japanese Wallet UI using Jjyao’s module. Uninstalling all Google accounts (main, alternate, Japanese alternate) and clearing data in Play Services, Play Protect, GPay, and even the Wallet wouldn’t do any good. The culprit behind this issue is the Osaifu Keitai, which you might have installed for using Suica. So just uninstall the Felica apps and it should rectify the underlying issue [this is because you can’t have both working at the same time].
