The reason why you are facing this issue is due to the Battery Saver Mode being enabled. This functionality tends to disable most of the backend services as well as those features that are heavy on the battery and CPU/GPU in general. Owing to all these reasons, the said feature is currently greyed out. So to rectify it, you just need to turn off Battery Saver, which can be done from Settings > Battery > Power Saving.
