The fact that YouTube seems to be aware of this issue for the past few months and has yet to act on the same is quite astonishing, to say the least. However, some users seem to have found a fix that has spelled out success for them. You should consider using the shuffle button that is present on the playlist page instead of the shuffle button present on the player.
This is because the button present on the player would only shuffle the songs that are in the queue. This also explains the reason why you are only able to listen to a few songs, out of the plenitude of ones present in your playlist.

I did something that should be totally unrelated to the broken shuffle… I was suffering from that stupid shortcycle as well. Was browsing thru my account settings, came across my channel settings, changed it to ‘not child friendly’ (the option in the center of 3 options) and for some stupid reason…. my shuffle isn’t repeating songs any more… 3 hours now… how on earth????
